ANGOLA-REDISSE IV: Meeting to reactivate the activities of the Technical Committee 'One Health''
19 April 2022 - The hybrid consultation meeting for the reactivation of the activities of the Technical Committee "One Healt » under the scope of the REDISSE Project was held at the Kilamba Building in Luanda. The opening ceremony was chaired by the Secretary of State for Public Health, Dr. Franco Mufinda, representing the Minister of Health. The meeting was attended by 76 technicians (68 in person and 8 virtual) from the Ministerial Departments and partners involved in the "One Health" strategy, namely the Ministries of Health, Interior, Agriculture and Fisheries, Finance, Culture, Tourism and Environment, Energy and Waters, Administration and Territorial Reform, Higher Education, Science and Innovation; United Nations: Health (WHO), Animal Health (OIE), Food and Agriculture (FAO) and Centre for Disease Control and Prevention (CDC) and other consultants of the Portfolio of the Projects financed by the World Bank.
Dr. Rosa Moreira, REDISSE 4 Project Manager, presented the objectives of the meeting, which were among others, to promote advocacy for the revitalization of the REDISSE Project; harmonize the Implementation Strategy of the Annual Activities Plan (PAT) of REDISSE IV project in Angola; and sensitize participants to improve the management of available human resources.
After the discussions, it was concluded that the execution of the REDISSE project is behind schedule but that there is a possibility of salvaging many of the activities if all the implementers speed up the implementation of their respective annual action plans in order to achieve most of the defined targets by the end of the project.
At the end of the meeting the following recommendations were formulated:
· The teams of the different ministerial departments should develop alternative mechanisms to accelerate the implementation of the planned activities in the REDISSE Project.
· Identify mechanism(s) that will enable the involvement of the Private Sector and Communities in the implementation of REDISSE project activities;
· ▪ There should be greater interaction between activities related to social and environmental safeguards and project components in the different ministerial departments.
· A specific technical sub-group on safeguards should also be established within the CTUSS.
· The focal points of the different ministerial departments should keep their respective Secretaries of State informed on the development and performance of sector activities related to the Project;
· The coordination of CTUSS should advocate to policy makers to establish alternative mechanisms for the retention of technical specialists, particularly those who are focal points in specific areas within their respective departments;
· The articulation of strategies from other sectors in the "ONE HEALTH" approach should be improved, especially in the timely exchange of health information using existing platforms in the country, WHO and OIE, and in the training of human resources for the country's health development.
