WORLD BANK HEALTH SPECIALISTS CARRY OUT A SUPERVISION AND SUPPORT MISSION TO THE REGIONAL COORDINATION AND MANAGEMENT UNIT OF THE REDISSE IV PROJECT.
Libreville, 7 March 2022 - This Monday, Mrs Kapinga-Yvette NGANDU, Commissioner in charge of the Department of Gender Promotion, Human and Social Development of the Economic Community of Central African States (ECCAS), received in audience a supervision and support mission from the World Bank made up of various specialists in the field of health.
As indicated by the head of this mission, Mr. Césaire AHANHANZO, Senior Health Specialist, the objective of this five (5) day mission is to evaluate the progress made by the Coordination and Management Unit of the Project for Strengthening Regional Disease Surveillance Systems in Central Africa, fourth phase (REDISSE IV), to identify the challenges encountered and to provide advice and practical recommendations to advance the implementation of the REDISSE IV Project.
In her welcoming remarks, the Commissioner, who is also the REDISSE IV Project Supervisor, welcomed the funding granted by the World Bank to the ECCAS Commission for the implementation of the REDISSE IV Project, as this support came in a particular context to address the gaps and weaknesses in disease surveillance, preparedness and management of public health emergencies at the level of ECCAS member countries; all in a context of weak inter-country collaboration to collectively deal with these epidemics.
She stressed that human development in general and the health sector in particular is one of the priorities of the ECCAS Commission, since it is the very basis for the well-being of the populations of the sub-region, and a condition for successful regional integration. She also praised the achievements already made by the REDISSE IV Project, despite the various challenges encountered at its start, especially the support provided by the Project's experts to the ECCAS Commission's health department to respond to the health emergencies of the moment, the need to coordinate the response to Covid 19 at the regional level with the member states, the process of conceptualising the Health Organisation in Central Africa (OSAC), and the formulation of various strategies to combat diseases (malaria, HIV, tuberculosis, etc).
After the exchanges, the Commissioner shared with the World Bank delegation the aspirations of His Excellency Ambassador Gilberto Da Piedade VERISSIMO, President of the ECCAS Commission for the REDISSE IV Project, including
- The extension of the Project to the 6 other ECCAS countries that have not yet benefited from it;
- The support of the project to the setting up of the Health Organisation in Central Africa (OSAC);
- Support for the adoption of the basic texts of the ECCAS Regional Animal Health Centre, based in N'jamena, Chad;
- The integration of environmental and social safeguards in the planned activities, as well as the integration of the gender dimension in all the activities of the Project.
The Commission expressed the willingness of the ECCAS Commission authorities to take into consideration the recommendations and observations that will be made at the end of this supervision mission, for the effective implementation of the REDISSE IV Project activities at both regional and country levels.
In the afternoon of this first day, the members of the supervision mission began exchanges, in hybrid mode, with the REDISSE IV Project staff on the achievements of the year 2021 and on the possible solutions for the activities that have not been carried out.
Let us recall that REDISSE IV is an ECCAS Project financed by the World Bank, which started its activities in July 2020, in favour of five (5) of its eleven (11) Member States which are Angola, Central African Republic, Congo, Democratic Republic of Congo and Chad, to better equip them to face possible epidemics and public health emergencies. The regional coordination of the project is entrusted to ECCAS through the REDISSE IV Project Coordination and Management Unit, supervised by the Commissioner in charge of the Gender, Human and Social Development Department. At the level of the beneficiary countries, the Project is implemented by the Project Management Units (PMU), supervised by the Ministries having health in their attributions.
