THE REPUBLIC OF EQUATORIAL GUINEA AND THE EAC COMMISSION SIGN THE HEADQUARTERS AGREEMENT OF THE CENTRAL AFRICAN HEALTH ORGANISATION (OSAC)
Malabo, 28 May 2022 - This Saturday, on the sidelines of the Extraordinary Conference of Heads of State and Government of the African Union on Humanitarian Issues, Terrorism and Unconstitutional Changes of Government, held in Malabo, Republic of Equatorial Guinea, the Commission of the Economic Community of Central African States (ECCAS) and the Republic of Equatorial Guinea signed the Headquarters Agreement of the Central African Health Organisation (CAHO); a specialised institution of ECCAS.
The signing ceremony was co-chaired by H.E. Mr. Simeón OYONO ESON ANGUE, Minister of Foreign Affairs and Cooperation of Equatorial Guinea and His Excellency Ambassador Gilberto Da Piedade VERISSIMO, President of the ECCAS Commission.
Also taking part in the ceremony were His Excellency ENGONGA EDJO Baltasar, Minister of State at the Presidency of the Government, in charge of Regional Integration and Diosdado Vincente NSUE MILANG, Minister in charge of Health of the Republic of Equatorial Guinea.
Their Excellencies Mrs. Kapinga Yvette NGANDU, Commissioner in charge of Gender Promotion, Human and Social Development (in charge of OSAC), and Mr. Mangaral BANTE, Commissioner in charge of Political Affairs, Peace and Security, also attended the ceremony on behalf of the ECCAS Commission.
The agreement establishes that the headquarters of OSAC is located in the city of La Paz in Equatorial Guinea and includes premises and ancillary facilities to be used by this organisation. The agreement also provides that the personnel to be recruited by OSAC will enjoy the privileges, immunities and other benefits of the status of diplomatic personnel.
This signing ceremony of the headquarters agreement marks a decisive turning point for ECCAS. It materialises the implementation of Decision N°16/CEEAC/CCEG/XIX/2I of the Heads of State and Government of ECCAS of 30 July 2021, as well as an earlier decision of 25 May 2015 of N'Djamena, Chad.
The Headquarters Agreement will enable the OSAC start-up team, which is currently being constituted, to implement its Roadmap for the effective operationalisation of OSAC, adopted at the 8th Meeting of ECCAS Ministers of Health held by videoconference on 2 June 2021.
The Republic of Equatorial Guinea, known for its legendary hospitality, is now home to the first specialised agency resulting from the ECCAS reform.
It should be recalled that OSAC's mission is: a) to coordinate and promote cooperation and integration for health development with a view to contributing to the improvement of the state of health and well-being of the Community's populations; b) to strengthen regional integration in social and health matters in Central Africa between ECCAS Member States; and c) to strengthen partnerships with other organisations in Africa and with technical and financial partners in the field of health, etc
